Why is curbside garbage pickup not allowed in Woodlake?
Answer: To preserve a resort-style community and to maintain a high standard of homeowner’s property values, curbside pickup in not allowed.
• “There shall be no curbside garbage pickup.”
• “Each Residential Property Owner shall provide an area in which garbage receptacles, must be placed or stored in order to conceal them from view from the road and adjacent Properties.”
What are the benefits of non-curbside garbage removal?
Answer: Non-curbside collection:
• eliminates improperly disposed of trash which can create unsightly litter
• eliminates trash cans lining the street with cans placed early and/or left for days
• avoids wind-blown cans and lids • prevents health and environmental risks
• avoids unpleasant and unsanitary odors
Litter and unmanaged trash cans can contribute to a negative perception of the area as not being maintained or cared for (broken window effect).
How can residents manage garbage removal?
Answer: Residents can bring waste and recyclables to one of Chesterfield County’s Convenience Centers. The one nearest Woodlake is located at 3200 Warbro Road, Midlothian VA.
Residents can contract with a waste hauler. Several local companies currently provide non-curbside garbage removal services.
Does Chesterfield County have a recycling program?
Answer: Chesterfield County ended the resident pickup of recyclables July, 1 2023.
Recyclables can be dropped off at one of Chesterfield County Convenience Centers. The one nearest Woodlake is located at 3200 Warbro Road, Midlothian VA.
Can a resident hire a recycling company to pick up recyclables?
Answer: Yes, residents can direct-hire for curbside pickup of recyclables. Woodlake amended the covenants to allow curbside pickup of recyclables only. Currently recycling providers require the use of company-provided receptacles than can be emptied into the truck by mechanical means, requiring the receptacle to be placed curbside.
Can the Woodlake Community Association obtain favorable pricing from one hauler for all properties to remove garbage and recyclables?
Answer: In the past, Woodlake sought and obtained favorable pricing from one hauler to individually contract with residents. When the contract began, other haulers contacted residents and undercut the selected hauler making the effort moot.
Can the Woodlake Community Association hire an exclusive hauler compensated through the annual assessment?
Answer: A community vote of approval to amend the Covenants would be required to increase the annual assessment to cover the cost of providing garbage pick-up.
Could non-curbside pickup become prohibitively expensive or will haulers not offer this service?
Answer: This possibility exists should a labor shortage or profitability issues affect the haulers. Competition in the market may continue to provide reasonable costs.
Should this service become unavailable, covenant enforcement could be suspended until a solution is implemented.
